Drop a PDF and every page appears in a list as a small picture of itself, drawn here by the same viewer the PDF to image pages use. Drag a page to where it belongs, or move it with the buttons next to it — the buttons work from the keyboard and on a phone. When the list is the order you want, one press writes the file.
The pages are copied into a new document in that order: their drawing instructions, fonts and images are the bytes that were in the file you dropped, and nothing on a page is decoded or drawn again. The badge says the file was not re-encoded because that is what happened. The pictures in the list are only for you to see; they are not what is written.
What a new document cannot bring along is the old one’s bookmarks, a tree of links into the file they came from. Everything drawn on a page — links, annotations, form boxes — is part of that page and moves with it. The file is read and written in this tab and is not sent anywhere.

4Does it lower the quality
No, and it cannot: nothing in the pages is decoded. A page in a PDF is a list of drawing instructions plus the fonts and images it uses, and all of that is carried over exactly as it was stored, compression and all. A scan stays the scan it was, at the size it was.
Can I remove a page while I am at it
Not here: this page keeps every page and only changes their order, so nothing is lost by accident. To take pages out, use the delete pages tool, then bring the result here.
Why does the list take a moment to fill
Each page is drawn small so you can see which is which. That happens page by page after the file opens; you can already drag the rows while the pictures are still arriving.
Is the PDF uploaded
No. The browser reads the file from your disk and writes the new one on this page. There is no upload endpoint on this site, so there is nowhere for the file to go. Nothing about the document is logged either — this page does not know how many pages your file has.
